France is losing renewable investment due to slow permits, say Total and EDF CEOs

  • France must make it easier to develop solar, wind and battery projects or lose out to neighbours, the CEOs of French oil major TotalEnergies and state-owned EDF said on Tuesday at the French electricity union (UFE) annual conference.

The CEOs of TotalEnergies and EDF, Patrick Pouyanné and Luc Rémont respectively, have expressed concerns over France's slow permitting processes for renewable energy projects, which they argue are causing the country to lose out on significant investments. During a Senate hearing, they highlighted that the bureaucratic delays in France are pushing investors towards countries like Germany and Spain, where project approvals are faster. Pouyanné noted that while TotalEnergies has invested heavily in renewables, the pace in France is much slower compared to other European nations. Rémont added that EDF's renewable projects are also facing similar issues, with the company having to navigate through a complex and time-consuming administrative system. This situation is seen as detrimental to France's energy transition goals, as it hampers the development of new solar and wind energy installations.
